about everything. So what we are trying

to do throughout this training we will

take you to the each and every quality

with the practical tendering process. Uh

[02:05]

many of you know about that myself Mr.

[02:08]

Roshan and Mr. Munas. So we are

[02:10]

collaboratively engaging in this uh

[02:12]

training session. Right. Today I'm

[02:16]

quickly jumping into the topic now

[02:18]

practical tendering process. So our main

[02:22]

intention is to

[02:24]

train you on the overall process of

[02:27]

tendering. Okay. From A to Z.

[02:35]

Right. So the very first question before

[02:38]

we jumping into uh discuss about the

[02:41]

things in detail you should know what is

[02:45]

a tender many of you heard about it

[02:48]

right the terminology there's a tender

[02:51]

document there's a tender there's a

[02:53]

calling for tender so what do you mean

[02:55]

by a tender

[02:58]

tender it's in general

[03:02]

it is the process where the client

[03:05]

invites the contractor to submit a cost

[03:07]

proposal to carry out the work. Okay, it

[03:10]

is a process where the client invites

[03:13]

the contractor to submit his proposal to

[03:17]

carry out the work. If his proposal is

[03:20]

aligned with my requirements, what the

[03:22]

client will do? Yes, Mr. Contractor,

[03:25]

please go ahead with the work.

[03:28]

So, this is all about money. So the many

[03:32]

contractors will submit their tender. So

[03:35]

what is the quantity survey role here

[03:38]

that is very important. So quantity

[03:41]

surveyors will help the client to select

[03:44]

the suitable one.

[03:46]

Why we need to select the suitable

[03:47]

contractor? It is important because he

[03:50]

is the one end of the day going to do

[03:52]

our construction. So we need to find a

[03:55]

best suitable contractor. There are so

[03:58]

many parameters we need to look into

[04:00]

that. What about his capability? What

[04:03]

about his pricing? What about his past

[04:06]

experience?

[04:08]

Whether he can have the all the

[04:09]

resources and everything to do it on

[04:11]

time. There are several things that we

[04:14]

are going to discuss in the upcoming

[04:16]

sessions. So it is the important thing

[04:18]

to find the best suitable contractor.

[04:23]

Until the contract is signed, we call

[04:25]

the contractor the name bidder. We don't

[04:29]

call him contractor.

[04:31]

Okay. So once the contract is awarded,

[04:33]

we call him he is a contractor.

[04:35]

have say bidder, sometime we say tender.

[04:41]

Sometime you say bit document, sometime

[04:42]

we say tender document. Sometime you

[04:45]

call tender bone or bitbone. Is it same

[04:48]

tender and bit? Is it same or different?

of involvement of a quantity surveyor in

[05:16]

the tendering division. Okay. So we are

[05:19]

going to explain to you what are the

[05:21]

stages of quantity service involvement

[05:24]

in tendering division. Then you will

[05:26]

understand each and every stages what

[05:29]

are your responsibilities and duties

[05:31]

that you need to perform. Assume okay

[05:34]

you are assigned to consultants

[05:36]

pre-contracts tendering division. Now

[05:39]

you have to virtually imagine that you

[05:42]

are assigned for a consultancy firm and

[05:45]

to work under the pre-contract tendering

[05:47]

division. Okay. So immediately there are

[05:50]

several tasks will be given back to you

[05:52]

to prepare the tender document for a

[05:54]

particular project. Okay. So you have to

[05:57]

discuss with the team members on the

[05:59]

scope and accordingly they will split

[06:02]

the scope because tender document is a

[06:03]

major document that we need to populate.

[06:06]

So many of the stakeholders need to

[06:09]

engage on it. So we will have a time

[06:12]

frame when we have to submit the tender

[06:15]

document to the client. Okay. So we need

[06:17]

to align with that accordingly. The task

[06:20]

will be splitted among the team members

[06:23]

and you will be given a task to do that.

[06:26]

The first of all if you want to produce

[06:29]

okay tender document the very first

[06:31]

thing what we are going to discuss is

[06:33]

how to produce a tender document in a

[06:36]

consultant's perspective. So to produce

[06:38]

the tender document if you are in the

[06:40]

office tendering division first of all

[06:43]

you can't immediately start working

[06:45]

right it has to go through with several

[06:48]

stages

[06:50]

at most priority is you need to read and

[06:55]

understand the drawing. So client or the

[06:58]

design team might have given you the

[07:00]

design. So you need to produce the

[07:01]

tender document. One of the important

[07:03]

part you have to produce a bill of

[07:05]

quantities for that. So you have to read

[07:07]

clearly and understand the drawings. Why

[07:09]

we are saying the terminology? Read.

[07:11]

Read means you have to carefully go

[07:14]

through each and every information which

[07:16]

is on the draw. If you have a proper

[07:18]

understanding,

[07:20]

the next document you have to go through

[07:22]

is specifications.

[07:25]

Okay, you have to thoroughly go through

[07:27]

the specification and get it very clear.

[07:30]

Once you are okay with the drawing, you

[07:32]

understood point. Let's assume this is a

[07:35]

ground G plus fivetory um apartment.

[07:38]

It's a ground floor and on top of that

[07:40]

there are five more stories to to be

[07:43]

constructed.

[07:44]

Okay, you know the drawing. So what

[07:46]

about the specification? Anyone knows

[07:48]

what is specification?

[07:51]

What do you mean by specification? You

[07:52]

can type your answers.

[07:55]

You know what is drawing? What do you

[07:57]

mean by specification? Characteristic.

[07:59]

Good. Record standard details. Yes. Very

[08:02]

good specification. It's a full full

[08:05]

pack of details will be given back to

[08:07]

you. Each and every informations are

[08:09]

there.

[08:11]

Okay. Once you read and understand that

[08:14]

another important part you must do is

[08:18]

you should go for a site visit. So you

[08:21]

have to go for a site to understand what

[08:25]

are the risks associated in the site.

[08:28]

You have to physically go and see and

[08:31]

understand the nature of the site. Okay,

[08:34]

these are the main steps you need to

[08:35]

follow. If you are clear with the

[08:37]

drawing, you're okay with the

[08:38]

specifications, your yes, you also did

[08:41]

the site visit with the technical

[08:43]

engineers.

[08:45]

If it is done, you have to start

[08:46]

preparing BOQ. So to produce a BOQ, what

[08:50]

is the first step? You have to have your

[08:53]

proper taking of sheets. So you will get

[08:56]

the drawings. you have to um use the

[09:00]

related softwares which is normally we

[09:02]

are using in the industry is clift or

[09:05]

costex or k whatever the softwares

[09:08]

available you need to be um adapt to

[09:10]

that and you have to use those softwares

[09:12]

you have to use the you can follow any

[09:15]

uh templates for the taking off sheets

[09:17]

you have to produce because bq is not a

[09:20]

simple thing it is associated with

[09:22]

number of sections at the same time it

[09:25]

is also important to understand what is

[09:28]

the method of measurement to be followed

[09:30]

for that project. Okay, here we are

[09:33]

going to completely study POMI

[09:35]

principles of measurement international

[09:37]

how the principles of measurement

[09:39]

international rules are defined to take

[09:42]

off the quantities. So you need to know

[09:44]

about the measurement rules and you need

[09:47]

to know how to take off the quantities

[09:50]

right then if you are taking off the

[09:53]

quantities thereafter you have to

[09:55]

convert all those quantities to the BQ

[09:58]

you have to produce a BOQ we will do

[10:01]

everything in practically okay we you

[10:04]

have to produce the BQ you may know

[10:06]

about the contents if you don't know

[10:07]

nothing to worry about that we will do

[10:09]

that once the preparations of BQ is done

[10:13]

Then you have to compile a tender

[10:16]

document. Why I am saying compiling a

[10:19]

tender document means tender document

[10:22]

it's not a single document with PQ okay

[10:25]

tender document it's normally having

[10:28]

four sets of volumes or five sets of

[10:31]

volume all those volumes you have to

[10:34]

consolidate it is your responsibility

[10:36]

once you compile the documents tender

[10:39]

document is ready to float for the

[10:41]

tender right now you have to find a

[10:45]

proper contractor So what you have to do

[10:47]

is you need to do a pre-qualification

[10:50]

analysis. So you may receive

[10:52]

pre-qualifications.

[10:54]

You have to do the pre-qualification

[10:56]

analysis. If you shortlist someone, for

[10:59]

example,

[11:01]

um with the pre-qualification, let's say

[11:03]

there are 10 biders in the industry. You

[11:05]

have received their documents. You

[11:07]

verified it and you you are shortlisting

[11:11]

eight biders. Okay? Other two are not

[11:14]

aligned with your requirements. So only

[11:17]

eight. So for the all the eight biders

[11:20]

you are sending the invitation. Are you

[11:22]

interested to participate in this 10

[11:24]

like inviting someone for a party? How

[11:26]

you are inviting someone for a party

[11:28]

randomly? Are you inviting everyone? No.

[11:30]

Right? You will shortlist someone then

[11:32]

you will invite. Then whoever you

[11:35]

invited 100% will they attend? It is

[11:38]

subjective. Sometime if they overloaded,

[11:40]

if they're busy, they don't attend. Like

[11:42]

that for the tendering also we re we

[11:44]

will send them the invitation, someone

[11:47]

will accept, someone will not accept.

[11:50]

Assume out of eight five of them

[11:53]

accepted.

[11:55]

So what we have to do those who accepted

[11:59]

the tender invitation we are going to

[12:01]

give the tender documents to them. The

[12:05]

tender document is produced by whom? It

[12:08]

is you who worked in the consultancy

[12:10]

tendering division. Now you are going to

[12:13]

give the tender document to the

[12:15]

contractors.

[12:17]

Right? Now the tender document comes in

[12:20]

the hands of contractor.

[12:22]

Okay? See the story. Right? We started

[12:25]

with the consultant. Now we are moving

[12:26]

to the contractor.

[12:28]

Once the tender document uh is

[12:31]

submitted, you also will give them the

[12:35]

deadlines. That is very important. What

[12:39]

is the tender submission date? Bid

[12:41]

submission date. Normally it depends on

[12:44]

the size of the project type of the

[12:47]

project. Normally it's 30 days or 45

[12:50]

days or 60 days. It depends. Okay. We'll

[12:53]

indicate you what is the tender

[12:54]

submission date. Accordingly,

[12:56]

immediately contractor needs to get the

[12:58]

document and he has to um thoroughly

[13:01]

read and understand and price the

[13:03]

document and submit the tender document.

[13:06]

Why? Why I am saying this? Each and

[13:09]

every companies you may have thousands

[13:10]

of companies how they're running the

[13:12]

company without the project can they run

[13:14]

the company no use right so so it is a

[13:18]

very competitive world there are so

[13:20]

thousands of contractors in the market

[13:23]

so you have to win the project so that

[13:26]

depends on your skills competence your

[13:28]

competitiveness and everything you have

[13:31]

to provide a competitive price

[13:33]

accordingly you will be selected so

[13:34]

getting a project is not a simple thing

[13:36]

it is very hard if you get the projects.

[13:38]

Yes, your company will survive a long

[13:40]

time. So, contractor will have to do a

[13:44]

lot of study on that and he will produce

[13:46]

the tender document. He will pro he'll

[13:48]

pro he'll price the tender document and

[13:50]

he will submit it. Okay. Right. Once the

[13:55]

tender document is submitted, what will

[13:57]

happen? It will be submitted to the

[14:00]

consultant's office or client office.

[14:02]

Then we have to do a tender opening. we

[14:04]

call bit opening or tender opening. Once

[14:08]

it is done then we have to do a tender

[14:11]

evaluation.

[14:12]

It's a detailed process. We have to do

[14:15]

the recommendation. So from A to Z you

[14:19]

can see whatever I have explained to you

[14:21]

so far each and every stages quantity

[14:24]

surveys are there. Quantity surveys

[14:27]

responsibilities are there

[14:30]

right

[14:32]

now.

[14:34]

You simply understand what are your

[14:36]

roles and responsibilities that you

[14:38]

going to work on a project when you are

[14:40]

engaging into the tender division. Okay.

[14:44]

So far are you clear? I'm just saying to

[14:47]

you what are your responsibilities? What

[14:50]

are the stages you need to work?

[14:52]

Somebody will think tendering is just a

[14:55]

a matter of pricing or just a matter of

[14:58]

take off. It is not.

How do you are you clear about the

[15:02]

responsibilities? Right.

[15:06]

Good.

[15:09]

Now quickly I want to explain to you how

[15:13]

to select a suitable tender.

[15:16]

That is a big challenge ladies and

[15:18]

gentlemen. How we have to select a

[15:20]

suitable contractor. There are so many

[15:22]

things. First thing you have to think

[15:24]

about their past experience.

[15:27]

Okay. they you may have some good

[15:29]

relationship within them and financial

[15:32]

stability and good uh business records.

[15:35]

Why you have to think about the

[15:37]

financial stability? Because sometime if

[15:40]

the contractor you awarded the you will

[15:41]

award the contract to them at the midway

[15:45]

if they're bankrupted it's a big loss

[15:47]

for us. Okay. So you have to check their

[15:50]

track records, how capable they are, how

[15:54]

good they are, what about the experience

[15:56]

in terms of skills, in terms of past

[15:58]

project records

[16:00]

and sizes of the project they have

[16:02]

performed. Have they done only small

[16:05]

small houses or they are not expert in

[16:09]

high-rise building? Can I give it to

[16:10]

him? No. Right? We can't do a trial and

[16:13]

error because it's a massive project. So

[16:15]

I need to find the best and suitable

[16:17]

contractor. I also need to emphasize

[16:20]

confirm the quality of the workmanship

[16:23]

and good reputation in the industry. So

[16:26]

you may heard about some of the

[16:27]

contractors whenever you you name them

[16:30]

immediately they will tell don't take

[16:32]

that contractor. We had a very bad

[16:35]

experience with him in the past. So

[16:38]

those sort of reputations are very uh

[16:40]

important. you know you need to maintain

[16:42]

a very good reputation in the industry

[16:45]

and you should have a good record of the

[16:48]

industrial relationship

[16:50]

so on. So all these things are matters

[16:53]

you know you have to taken care of it

[16:55]

whenever you are choosing a suitable

[16:57]

contractor then only these are the major

[17:00]

items that we will check during the

[17:03]

pre-qualification time. Okay.

Yes. In order to take check their

[17:10]

financial capabilities, we need to get

[17:12]

their audited financial report. Okay,

[17:15]

audited financial statements. We have to

[17:17]

get that and simply we can understand

[17:18]

about the project stages in terms of

[17:20]

financial capabilities. Right? I was

[17:23]

explaining to you about the roles and

[17:26]

responsibilities.

[17:27]

Which of the stages the quantity surveys

[17:30]

are going to be engaged?

[17:32]

which of the parameters that we are

[17:35]

going to

[17:36]

look for the pre-qualified tenderers

[17:39]

what are the you know for example if I

[17:41]

want to call for a job interview I may

[17:43]

need you should have a BSc in quantity

[17:46]

serving you should have minimum five

[17:48]

years of experience and two years you

[17:51]

should have a good experience in

[17:52]

tendering department

[17:55]

and uh minimum uh you should have a GCC

[17:59]

experiences something like that I'm

[18:01]

listing down right but I'm expecting

[18:03]

from my candidate like that for a

[18:06]

project I want my contractor who should

[18:09]

fulfill my requirements. Okay. Right now

[18:13]

there's another interesting area you

[18:16]

need to understand.

[18:18]

Okay. We talk about tendering process

[18:21]

but there are types of tendering. There

[18:24]

are one of the important

[18:27]

part is competitive tendering. Another

[18:30]

one is negotiated tenderly competitive

[18:34]

and negotiated. What do you mean by

[18:36]

competitive? It is a competition, right?

[18:38]

Because I'm calling you for an

[18:40]

interview. I called five candidates. So

[18:43]

five candidates came. You may have a

[18:46]

good skill, you may have a good

[18:48]

qualifications, good experience. Your

[18:50]

expectations, your salary may be

[18:52]

different. So how I'm going to choose

[18:55]

you? Combination of both. your quality,

[18:59]

your experience, your expectations in

[19:03]

terms of salary and everything I will

[19:04]

see and finally I will give the job to

[19:06]

one person like that here also there are

[19:09]

so many things so we will do a

[19:11]

competitive tendering sometimes I know

[19:15]

this guy he was working with me in the

[19:17]

previous project I can hire him that is

[19:21]

simply without calling anyone for an

[19:23]

interview I simply hiring him right

[19:26]

there's no competition for

[19:28]

like that for a project also I had a

[19:31]

very good experience with particular

[19:32]

contractor he was doing a tremendous job

[19:35]

his prices are absolutely fine so why

[19:38]

can't I call him to do this project no

[19:40]

need to go for a competitive tender so

[19:43]

that is what we call negotiated

[19:45]

tendering call on only one person

[19:49]

which to with whom I had a good

[19:51]

relationship and he had done a

[19:53]

tremendous job in the recent past okay

[19:56]

these are The terminologies you can

[19:58]

simply connect with your life.

[20:00]

Under the competitive tendering guys

[20:02]

ladies and gentlemen there are some subp

[20:05]

parts. One of the part is open tender.

[20:09]

Another one single stage selective

[20:12]

tender. Another one two-stage selective

[20:15]

tender. Open tender means we are

[20:17]

inviting in a newspaper.

[20:21]

Those who are meeting the requirements

[20:22]

they can come in at it.

[20:25]

Selective tender means we are going to

[20:28]

select some people okay and issue the

[20:32]

tender to them like I said select only

[20:35]

top 10 okay shortlisted contractors and

[20:39]

we are giving the tender document for

[20:42]

them we have we will discuss in detail

[20:44]

under that we have single stage and two

[20:47]

stage okay we will discuss further

[20:50]

and there's another part as I told you

[20:53]

we have negotiated ated tendering. Under

[20:55]

the negotiated tendering, yes, we can

[20:57]

simply call one contractor with whom we

[21:00]

had a good relationship with him and we

[21:02]

can do a negotiation and award the

[21:04]

project to him. Another part is serial

[21:08]

tendering that is also this is also an

[21:10]

interesting part in if it is a mega

[21:12]

project. Okay, if you have phase one,

[21:14]

phase 2, phase three, something like

[21:15]

that we are going on. So he's doing

[21:17]

tremendously well on the phase one. So

[21:20]

we can follow the same rates and we can

[21:22]

avoid the phase two to him. uh this is

[21:24]

also coming under the negotiated

[21:25]

tendering but but we call this is a

[21:28]

serial tendering. So it goes in a

[21:30]

series. Okay, it goes in a series. All

[21:32]

these things has to be um you know um

[21:36]

clarified to you. You need to understand

[21:38]

what is open tender, what is selective

[21:40]

tender, what is nominated tender. Okay.

[21:44]

Now it's an open question to you

you have to tell me the answer. I'm not

open tender, selective tender, nominated

volumes of tender document. What are the

components of tender document? I'm going

to demonstrate to you what are those.

[22:54]

So if you are in the company you may

[22:57]

know that so many documents will be

[23:00]

filed in the office. So if you open for

[23:04]

example this project is for the

[23:06]

residential towers. Okay take that

[23:09]

tender document. If you open up the

[23:11]

tender document, most mostly the

[23:14]

standard tender document normally has

[23:18]

four volumes, sometimes five volumes.

[23:20]

Okay, there are no standard regulation.

[23:22]

These are the volumes. But in general

[23:25]

practice, we do have four volumes or

[23:29]

sometimes five volumes. So volume number

[23:32]

one, they call that is tender document.

[23:35]

Volume number two, tender specification.

[23:37]

Volume number three, bills of

[23:39]

quantities. Volume number four, tender

[23:42]

drawings. And if there are any other

[23:44]

document other than these volume 1 2 3

[23:47]

4, you can put that in volume number

[23:50]

five. It is important you have to

[23:53]

segregate the documents into the related

[23:56]

volumes.

[23:58]

So don't think our responsibility is

[24:00]

only on the volume number three. No, you

[24:03]

have throughout this volume your inputs

[24:05]

are highly required. Okay, [snorts] I'm

[24:08]

going to tell you if I open up volume

[24:11]

number one. Before moving to that, can

[24:13]

someone tell me what are the components

[24:17]

of volume one? Anybody knows that? Or

the important part of the volume one is

[25:07]

yes invitation to tender will be a part

[25:09]

of the document. So invitation to

[25:12]

tender. What is invitation to tender?

number of experience like a 20 years 15

of experience doesn't have the actual

you are a 15 years experienced person

not the matter of how much you are you

know demanding in the industry. Now

think about some people even without MRS

it is true they are getting the high

[61:31]

salary. So what is the matter? Do you

[61:34]

know how to do this work?

[61:38]

Okay like a bidder how he's offering

someone offering 100 million he know how

[61:42]

to do the work. Someone offering 10

[61:44]

million he don't know how to do the

[61:45]

work. Can we get the job done the one

who doesn't know the work? No not

possible. Even he quoting less. So when

[61:52]

come to the commercial and technical

[61:54]

evaluation like a practical life

[61:57]

technical become you know override the

[61:59]

commercial same thing. Now when come to

a real industry practice but we are

workability skill set

if you have that one your qualification

[62:14]

doesn't matter. You go for interview you

go for a real work you are going to

learn everything real. So it's all about

the knowledge and the skill set. So

similar thing happening if you are going

[62:25]

to evaluate some contractor make sure

[62:27]

technical capacity or not. If not he's a

[62:31]

useless fellow he's you know even he is

[62:33]

giving 1 million also don't go with him

[62:35]

because he don't know how to do he will

[62:37]

ruin your time then you have to find

[62:40]

another contractor. So again it's going

[62:42]

to be a long process.

[62:44]

So same thing happening in the industry

[62:46]

also. So many clients are polling. I

[62:48]

hired the MRI CS but after 2 3 months I

[62:52]

fired them. Why they are not capable to

[62:55]

do the works. Okay let's continue. That

[62:58]

is what we have introduced this training

to build something in the best level

[63:03]

that we can see some difference in the

[63:05]

industry.

compare their prices with our prices.

This template you need to produce. We

don't produce. We will guide you how to

do that. We will give you the BOQ. We

will prepare the BOQ in measurement

[69:04]

subject. But for the tender evaluation,

we will give you the BOQ. But you have
